Community Facilities Scheme

Cork City Local Community Development Committee on behalf of Cork City Council wishes to invite applications for the 2017 Communities Facilities Scheme.

The Communities Facilities Scheme will fund projects that seek to enhance communities, address disadvantage and improve social cohesion at a local level and that are in keeping with the Local Economic and Community Plan (LECP) for Cork City. Funding will relate to capital projects only and is intended to help grassroots community projects get underway or take the next step towards completion. The maximum grant available for any project is €1000.00.

The following will be considered eligible for the scheme:

Locally based community and voluntary groups
Projects with a clearly defined community and social cohesion focus
Not-for-profit organisations
Eligible facilities will include community centres, youth clubs
sports/recreation facilities
other not-for-profit organisations facilities

The Scheme is being administered by Cork City Local Community Development Committees under the remit of Cork City Council on behalf of the Department of Housing, Planning, Community and Local Government. Chairperson of the Cork City LCDC Cllr. Fergal Dennehy welcomed the 2017 Communities Facilities Scheme by saying

This scheme is aimed at grassroots projects who often find it challenging to access small amounts of funding for capital initiatives. This Scheme will provide much needed additional funding and will also support and enhance the community & voluntary sector in Cork city”

About The Cork City LCDC

Established under Local Government Reform Act 2014 the Cork City Local Community Development Committee (LCDC) held its first meeting on 21^st July 2014.

Functions

The functions of the LCDC are set out in section 128B of the Local Government Reform Act 2014 as follows:

(a) to prepare and adopt the community elements of every 6 year local economic and community plan concerned in accordance with section 66C and any regulations made, or general policy guidelines issued, by the Minister for the purposes of that section,

(b) to implement, or to arrange for the implementation of, the community elements of the Plan (as the case may be) as made by the local authority in accordance with section 66C(4),

(c) to undertake a review of the community elements of the Plan at least once within the period of 6 calendar years after the Plan was adopted or last amended for the purposes of this paragraph and, if the Committee considers it necessary after any such review

(i) to amend the community elements of the Plan, or

(ii) to prepare and adopt new community elements of the Plan to be made by the local authority under section 66C, and any such amendment or adoption shall be in accordance with any regulations made, or general policy guidelines issued, by the Minister for that purpose,

(d) to monitor and review on an ongoing basis the implementation of the community elements of the Plan, including performance against any benchmarks or indicators of performance set out in the community elements of the Plan or other relevant indicators and, if the Committee considers appropriate, to revise the actions and strategies set to achieve the objectives of those elements of the Plan,

(e) in furtherance of paragraph (b), to co-ordinate, manage and oversee the implementation of local and community development programmes that have been either—

(i) approved by resolution from time to time for that purpose by the local authority concerned in respect of all or part of its administrative area, or

(ii) agreed for that purpose between the Committee and a public authority, and to ensure that any plans and strategies related to those programmes are implemented in accordance with the community elements of the Plan,

(f) to seek to ensure effectiveness, consistency, co-ordination and avoidance of duplication between the local and community development programmes to which paragraph (e) applies and the functions of the local authority in relation to promoting the interests of local communities or in other related functions under section 66 (as provided for by subsection (2)) or otherwise,

(g) in addition to those programmes to which paragraphs (e) and (f) apply, to pursue the co-ordination generally of all local and community development programmes within the functional area of the Committee, so as to optimise resources for the benefit of local communities in that area and improve the efficiency with which publicly-funded local and community development resources are used,

(h) to consider and adopt a statement in respect of the economic elements of a draft of the Plan prepared by the local authority in accordance with section 66C, and

(i) not later than 31 March in each year, to prepare, adopt and submit to the local authority a report in relation to the performance of its functions during the year immediately preceding the year in which the report is submitted.

Establishment of the Cork City Local Community Development Committee

Cork City Council adopted a resolution to establish the LCDC at its meeting of 23^rd June 2014 and nominated the following Councillors members to sit on the committee.

The chairman of the LCDC is Chief Superintendent Michael Finn, An Garda Síochána. He was selected at the inaugural meeting of the LCDC on 21st July 2014. Comhairleor F. Dennehy was elected vice chairman.

Membership

The LCDC is made up of both public sector and private/community sector representation. It is intended by the legislation that in voting a representation ratio of 49:51 Public : Private should be maintained.

In adopting the resolution to establish the LCDC City Council agreed a 17 member committee as follows.

1 member from the city business community, represented by the CBA (Cork Business Association)
Senior representative from the Trade Unions
Senior representative from the Employers sector i.e. IBEC

In the absence of an established Public participation Network an ad hoc arrangement was put in place whereby the Chief Officer selected Community and Social Inclusion representatives to sit on the LCDC for the period of one year, pending the establishment of the PPN.
